Bios

Randy Helder - NAIC

Randy Helder is the Market Analysis Manager for the NAIC. He is responsible for the implementation of all aspects of the NAIC’s Market Analysis processes. He assists states in successfully completing their market analysis efforts; oversees NAIC staff conducting market analysis; and leads the development and research of new tools and processes for monitoring the U.S. insurance industry and insurance groups, such as the Market Analysis Prioritization Tool (MAPT) and Market Analysis Review System (MARS). Randy has more than twenty – five years of insurance industry experience. In addition to extensive experience in multiple insurance company operations, he has strong skills in compliance, auditing, reinsurance, and claims. Randy most recently worked at Zurich Insurance where he held the positions of Assistant Vice President for Ceded Reinsurance; Senior Manager of Reinsurance and Underwriting; and Quality Claims Consultant. Randy also spent several years as Senior Claims Analyst for Universal Underwriters (now Zurich). Randy earned his Bachelor of Arts in Political Science from California State University in Fullerton, California and holds the CPCU (Chartered Property and Casualty Underwriter), ARe (Associate in Reinsurance) and AU (Associate in Underwriting) designations.


Mark Hooker - West Virginia

A 1984 graduate of the Virginia Military Institute, Mark Hooker initially began his insurance career July 1, 1990 in Columbia SC- spending seven years multi-line insurance agent with the Southern Farm Bureau group following five years of service in the Army as an infantry and intelligence officer. While at the Southern Farm Bureau Group, Mark became a multiple year recipient of the company’s “Round Table” and “All-Star” awards. After returning to his native home of Charleston W. Va., he was employed as an underwriter with West Virginia’s then monopolistic state workers compensation fund where he was quickly promoted to Senior Underwriter. Mark began his regulatory work as a Market Conduct Examiner with the State of West Virginia in 2002. Since then he has assumed the roles of Chief Market Conduct Examiner and Market Analysis Chief. Mark has been an active participant several NAIC Market Conduct Examination Standards, Market Analysis Procedures and Market Actions Working Groups. He currently holds the Certified Insurance Examiner (CIE), Chartered Property and Casualty Underwriter (CPCU), Fellow Life Management Institute (FLMI), Certified Workers Compensation Professional (CWCP), Market Conduct Management (MCM), Accredited Advisor in Insurance (AAI), Associate in Underwriting (AU), Associate in Insurance Services (AIS), and Life Underwriting Training Council Fellow (LUTCF) designations. Mark has served as Insurance Regulatory Examiners’ Society’s (IRES) Education Committee Chair since 2009, and is currently the society’s President “Elect”; additionally he has been a Faculty member of the IRES Foundation’s national school on market regulation since 2009.


John Huff - Missouri

On Feb. 6, 2009, Gov. Jay Nixon appointed John M. Huff, a native of Potosi, Mo., as director of the Missouri Department of Insurance, Financial Institutions and Professional Registration. John was confirmed by the Missouri Senate on Feb. 19.

An attorney, John leads the department that protects consumers through the regulation of professionals and businesses that impact Missourians’ lives daily. The department regulates more than half a million insurance companies, banks, doctors, nurses and others. He leads a team of 550 employees.

One of his top priorities is using technology to improve the efficiency and effectiveness of license applications, renewals, complaints, enforcement actions and board and commission nominations.

In September 2010, John was appointed to the U.S. Financial Stability Oversight Council by the National Association of Insurance Commissioners. He is the only insurance regulator on the council, which was created by the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act. In this role, John has twice had the privilege of testifying before Congress:

  • On April 14, 2011, representing the state of Missouri and the NAIC. Read or watch video of his testimony.
  • On July 28, 2011, representing the state of Missouri and the NAIC on the strengths of state-based insurance regulation one year after the passage of Dodd-Frank. Read his testimony.

In November 2011, John was elected by his peers as chair of the Midwest Zone of the NAIC, making him a member of the association’s Executive Committee.

Also in November 2011, John was elected vice chair of the Interstate Insurance Product Regulation Commission, a partnership among state insurance regulators through the NAIC. The commission reviews several types of insurance policies, ensuring they meet certain standards before they are sold to consumers.

John serves as a director and trustee on several other boards promoting better financial services and education for Missourians:

  • Missouri Consolidated Health Care Plan (chair), which provides health insurance coverage for state employees and retirees.
  • Missouri Health Insurance Pool, a nonprofit high-risk pool that provides health insurance for Missourians unable to buy affordable coverage because of medical conditions.
  • Missouri Council on Economic Education, which promotes economic and financial literacy.
  • Missouri State Employees Voluntary Life Insurance Commission, which provides state-sponsored life insurance coverage to state employees.
  • Alzheimer’s Health State Plan Task Force, which will assess the impact of Alzheimer's and related dementia on Missourians, examine resources and make recommendations.

Before entering public service, John spent 11 years as an executive with leading insurers and reinsurers, including Swiss Re and GE Insurance Solutions. At these companies, John led global teams and was stationed in two different European markets: London and Zurich.

John earned his bachelor's degree in business administration from Southeast Missouri State University. In 1987, he earned an MBA at Saint Louis University, and graduated in 1990 from the Washington University School of Law in St. Louis. He and his wife and daughter live in Columbia.


Regan Johnson - Michigan

A native of Michigan, Regan completed both her undergraduate and graduate work at Michigan State University and entered the insurance arena working for Metropolitan Life. She began her career in government regulations in 1983 and worked for 22 years in the Investigation and Compliance area. In 2007, Regan became the director of the Market Conduct Division, building the unit from a staff of one to a unit of 5 analysts, 3 auditors, 2 specialists, a manager, a technician and an administrative assistant. Educational offerings from IRES have been very helpful for staff, 5 of whom now hold MCM designations.


Scott Kipper - Nevada

Scott Kipper was reappointed Nevada Commissioner of Insurance on October 24, 2011. He previously served as Nevada’s Insurance Commissioner from December 2008 to June 2010. After leaving Nevada in 2010, he served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance and as CEO of the State of Louisiana Office of Group Benefits. He previously served as the Oregon Insurance Administrator from December 2007 to 2008. Prior to going to Oregon, Kipper served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance for over two years, where he led the development and implementation of emergency rules following Hurricanes Katrina and Rita. Kipper worked as the senior regional director for the Health Insurance Association of America and America’s Health Insurance Plans from January 2001 through August 2005, where he directed legislative and regulatory efforts in a number of states, including Oregon, California, Texas, and Colorado. He spent two years on the staff of the National Association of Insurance Commissioners in Washington, D.C. as a health analyst, working on senior health insurance issues. Kipper began his regulatory career at the Wyoming Department of Insurance, serving nearly five years as a life and health insurance standards consultant, including form filing review, consumer liaison, and legislative duties. He started his insurance career as an independent life and health agent in Laramie, Wyoming, in 1985. Kipper graduated from the University of Wyoming with a degree in business administration.


Leslie Krier - Washington

Leslie Krier joined the Washington State Office of Insurance Commissioner as a Market Conduct Examiner in 1994, performing market conduct examinations of life and health companies. In 2000, she became the Chief Market Conduct Examiner for the State of Washington. In December 2006, Leslie was promoted to Market Conduct Oversight Manager. She is responsible managing Washington’s market analysis program and the ongoing market conduct functions for Washington state. Leslie participates in various NAIC Working Groups. Leslie is currently the immediate past president of the Insurance Regulatory Examiners Society (IRES). In 2011, Leslie received the Governor’s Award for Leadership in Management from Washington Governor Christine Gregoire. Additionally, Leslie received the 2011 Paul DeAngelo Memorial Teaching Award from the IRES Foundation. Before joining the OIC, Leslie worked in the life and health insurance industry, first in an agency office and then in the home office of two large insurers. She managed new business, underwriting, claims, policy administration, and customer service units. She has earned the Fellow, Life Management Association (FLMI) designation and Accredited Insurance Examiner (AIE) designation. Leslie is a graduate of Washington State University where she received a B.A. in Business Administration. In her spare time, she enjoys traveling, reading, theater, and sharing time with her extended family.


Jo LeDuc - Wisconsin

As the Deputy Director of the Bureau of Market Regulation at the Wisconsin Insurance Commission, Ms. LeDuc oversees the Complaints and Central Services Section, the Agent Licensing Section and the market analysts. She is an active participant on various NAIC committees and is a Past President of the Insurance Regulatory Examiners Society.


Craig Leonard - NAIC

Craig Leonard is the Assistant Director of Market Regulation at the NAIC where he assists commissioners and their staff in improving the U. S. insurance regulatory system by championing uniformity, developing systems and encouraging efficiencies in the areas of market analysis, market conduct examinations and multi-state collaborative actions. Mr. Leonard assists in overseeing the internal operations of the Market Regulation Department and oversees the progress and responsibilities of several NAIC Market Regulation staff. He also provides direction and staff support for the Market Regulation and Consumer Affairs (D) Committee and its groups, such as the Market Information Systems (D) Task Force, and Market Actions (D) Working Group (MAWG). Mr. Leonard assists the groups in overseeing the development of key automated systems, such as the Market Conduct Annual Statement (MCAS.) In addition, Mr. Leonard has significant involvement in the curriculum development and facilitation of several NAIC market regulation-training programs and the market regulation exchange of the NAIC’s annual E-Reg Conference. Prior to joining the NAIC in 2004, Mr. Leonard worked as a Manager in the Insurance Regulatory Compliance Practice at Arthur Andersen, LLP; an Examiner-In-Charge for the Missouri Department of Insurance; and as an independent insurance agent. Mr. Leonard earned his MBA from Rockhurst University and BS in Business Administration from Missouri Southern State University. He is a Chartered Property and Casualty Underwriter, Certified Insurance Examiner, Fellow, Life Management Institute, Certified Compliance Professional, Associate in Regulation and Compliance, Associate in Risk Management, and Association in Insurance Accounting and Finance. Mr. Leonard enjoys travel; serving on numerous charitable boards and committees; options trading and hanging out with his dog, Earl.


Bill McCune - Nevada

William (Bill) F. McCune has worked for three decades in various aspects of insurance and in the regulatory compliance of insurance. Bill has served as: a Life/Accident and a Health/Property and Casualty agent; for various state regulators as a staff financial examiner, a market conduct examiner, a independent contract examiner; and for several years as one state’s Director of Receiverships and Surplus Lines and for another as its Market Regulation Chief. Bill worked also worked as a contractor during the early 80s with the Resolution Trust corporation that took over the insurance functions of the former Federal Home Loan Bank. Bill’s experience includes his involvement in fighting fraud, which ranges from being a Federal grand jury expert witness in the 80’s to receiving acknowledgement from DC’s Office of Tax and Revenue for discovering and assisting in the collection of unpaid taxes during domestic market conduct exams. He has been an active chapter member in various profession organizations and was one of the founders of DC’s chapter of Association of Certified Anti-money Laundering Specialists. Bill is currently active with the American society for Quality (ASQ) Audit Division and the Project Management Institute. Both organizations foster management BEST practices as the result of bettering risk enterprise achievements.


Jim Mealer - Missouri

Jim Mealer is the Chief Market Conduct Examiner for the Missouri Department of Insurance, Financial Institutions, and Professional Registration (DIFP). Jim has been with DIFP for 22 years and has also served as an Audit Manager, Examiner-In-Charge, Examiner I, II, and III and a Surplus Lines Examiner. Prior to working for DIFP, Mr. Mealer graduated from Southwest Missouri State University (now Missouri State). Jim has a CIE and MCM designation. Jim has served for the past two years as the vice chair of the NAIC’s D committee Exam Standards working group.


Theresa Morfe - Maryland

I have been working for the Maryland Insurance Administration for the past seven years in Market Conduct Life & Health. I began as a Market Conduct Examiner in 2005, was promoted to a Senior Health Market Conduct Examiner in 2008 and was promoted to Assistant Chief Examiner, Market Conduct Life & Health in 2011. I have been involved mainly in Health Market Conduct examinations. Prior to my employment at the Maryland Insurance Administration, I worked in the life insurance industry for 25 years as an Individual Life Underwriter and Underwriting Manager.


James Morris - Illinois

James Morris, CPCU, CLU, ChFC, previously worked 33 years at CNA where he served as Vice President, Assistant General Councel and Assistant Secretary.


David Moskowitz - Texas

David Moskowitz is the Assistant Chief Examiner of the Market Conduct Division, Financial Program, for the Texas Department of Insurance (TDI). David is responsible for the administration of market conduct examinations of insurance companies, premium finance companies, managing general agents, agents and third-party administrators. David also manages the Market Analysis Division, and was responsible for developing and incorporating the market analysis process into the Market Conduct Division. In 1988, David began his career with TDI as a holding company examiner for the Holding Company Division, responsible for the regulation of transactions for affiliated companies. In 1990, David moved to the Financial Analysis Division where he served 15 years as a financial analyst. During his tenure in Financial Analysis, he was instrumental in the development of programs and automation systems which continues to assist financial analysts in efficiently analyzing insurance company data. David has been the Assistant Chief Examiner for Market Conduct since October 2005. David is a graduate of Texas State University where he received a B.B.A in Accounting.


Tim Mullen - NAIC

Tim Mullen is Director of the Market Regulation Department. As the Director of the Department, Mr. Mullen supports the following market regulatory activities of state insurance departments: consumer assistance, market analysis, market conduct examinations, and producer licensing. Mr. Mullen provides NAIC staff support for the Producer Licensing (EX) Task Force, Professional Health Insurance Advisors (EX) Task Force, Market Regulation and Consumer Affairs (D) Committee, and Consumer Disclosures (D) Committee Working Group. Mr. Mullen joined the NAIC in 1997 as Assistant Market Affairs Manager. Prior to joining the NAIC, Mr. Mullen was a market conduct examiner for the Missouri Department of Insurance. In addition to his work in state government, Mr. Mullen worked for Aetna Insurance in the claims department and was a practicing attorney before joining Aetna. Mr. Mullen earned his Bachelor of Business Administration, his Master of Business Administration and his Juris Doctorate from the University of Missouri - Kansas City. He is a member of the Missouri Bar and the Kansas Bar. Mr. Mullen is a Chartered Property & Casualty Underwriter, Certified Insurance Examiner, and the 2009 recipient of the Paul L. DeAngelo Memorial Teaching Award from the IRES Foundation.


Anne Marie Narcini - New Jersey

Anne Marie Narcini, CPCU, CIE, MCM Chief of Market Regulation and Consumer Protection New Jersey Department of Banking and Insurance Anne Marie joined the New Jersey Department in 1988 as an investigator and has served in various positions within the Office of Consumer Protection for over 23 years. In 2001, she assumed oversight responsibility for enforcement, market conduct, licensing, insurance education, and consumer complaints and for six years she also served as Acting Insurance Claims Ombudsman. Anne Marie graduated with a Bachelor of Science from The College of New Jersey, obtained her CPCU in 1993, CIE in 1996 and MCM in 2008 and is now pursuing the Senior Professional in Insurance Regulation (SPIR) designation through the NAIC. She has been an active member of IRES and AICP. Anne Marie regularly participates as a member in NAIC market regulation and producer licensing working groups. She chaired the Market Data Review (D) Working Group, and Market Regulation Handbook (D) Working Group, has served multiple years as Chair of the Producer Licensing (EX) Working Group, and was the 2010 Vice Chair and 2011 Chair of the Market Actions Working Group (MAWG). Anne Marie was the 2008 recipient of the IRES Foundation’s Paul DeAngelo Memorial Teaching Award.


Theodore Nickel - Wisconsin

Wisconsin Gov. Scott Walker appointed Ted Nickel as Commissioner of Insurance for the State of Wisconsin on Jan. 3, 2011.

Prior to his appointment, Nickel worked nearly 18 years with Church Mutual Insurance Company as Director of Governmental and Regulatory Affairs. His broad background in insurance includes serving on the board of directors of the Wisconsin Insurance Alliance, including serving as Chair. Nickel has also served on the board of directors of the Wisconsin Insurance Security Fund, served on the Oklahoma Property Casualty Insurance Guaranty Association, and also served as a member of the Legal and Government Affairs Committee of the Property Casualty Insurance Association of America.

He holds a Bachelor of Science in Business Administration with a concentration in Finance from Valparaiso University.


Eric Nordman - NIAC

Eric C. Nordman, CPCU, CIE is currently serving the needs of the state insurance regulatory community in his capacity as Director of Regulatory Services with the National Association of Insurance Commissioners. He directs the regulatory services, financial services and market regulation staff members in a wide range of insurance research and in support of NAIC initiatives, committees, task forces and working groups. He previously held the positions of Director of Research and Senior Regulatory Specialist with the NAIC prior to his appointment as Director of Regulatory Services. He has been with the NAIC since 1991. In his position Mr. Nordman supports the Property and Casualty Insurance (C) Committee. He advises on various regulatory issues. In the aftermath of the events of September 11, 2001, he was involved in the discussion and resolution regarding coverage issues related to acts of terrorism. Similarly, in the aftermath of the 2005 hurricane season, he was involved in and continues to be involved in discussions with the states and with the federal government regarding insurance issues in the face of natural and human made catastrophes. He responds to questions by the various state insurance regulators, industry, trade and consumer representatives. He provides advice on various matters relating to property and casualty insurance, and financial and market regulation, filing of rates and forms by insurers in the states. Mr. Nordman received his bachelor’s degree in mathematics from Michigan State University. He earned his CPCU and he is a CIE—Certified Insurance Examiner. He was employed by the Michigan Insurance Bureau for thirteen years as an auto analyst, workers’ compensation analyst and director of the property and casualty section regulating rates and forms submissions. Mr. Nordman also has served on the National Advisory Committee for the Robert Wood Johnson Foundation’s Workers’ Compensation Health Initiative and was a member of the National Insurance Task Force of the Neighborhood Reinvestment Corporation. He is newsletter editor of the CPCU Society’s Regulatory and Legislative Interest Section. He serves on the Study Panel on National Data on Workers’ Compensation with the National Academy of Social Insurance.


Pam O'Connell - California

Pam has been an insurance regulator for the state of California for 19 years, beginning her career as a market conduct examiner in 1992. From 2002 until June of 2010, she was the Chief of the Field Rating and Underwriting Bureau (FRUB)where she managed the staff responsible for doing rating and underwriting-based examinations. In June of 2010, she was selected to serve as the Chief of the Market Conduct Division, responsible for both the Field Claims Bureau and FRUB. Pam earned her CPCU designation in 2003, has been involved with a number of market regulation working groups at the NAIC, and has enjoyed the opportunity to participate as a faculty member at past IRES Market Regulation Schools.


Jeff Olson - Colorado

Jeff has been employed by the Colorado Division of Insurance for approximately 14 years. His current position is “Senior Market Conduct Examiner” in the market regulation section. His primary duties involve scheduling and coordinating market conduct examinations for all lines of business performed by both in-house and independent contract examiners. Prior to working for the Division of Insurance, Jeff worked in the insurance and financial services industries for approximately fifteen years, and in law enforcement for five years. Jeff is married and has two grown children. When he’s not working, Jeff enjoys travel, golf, and spending time with his family, especially his one grandson.


Danny Saenz - Texas

Danny Saenz began his career with the Texas Department of Insurance in 1988, as a field examiner in the Examinations Division and spent eight years in the field examining all types of insurance entities. In August, 1996, Mr. Saenz assumed the duties of Assistant Chief Examiner - Market Conduct Examinations. His responsibilities included the performance of market conduct examinations of insurance companies, as well as financial and market conduct examinations of premium finance companies, managing general agents and local recording agents. In January 1999, Mr. Saenz was promoted to Director of Financial Monitoring where he oversaw the financial review process relating to early identification of and intervention with potentially troubled insurers. In addition, he had the responsibility of reviewing and approving consolidations, reorganizations and acquisitions occurring in the industry as well as the multitude of holding company transactions. In December 1999, the activities of Financial Monitoring and Examinations were merged into a single unit titled Financial Analysis and Examinations and Mr. Saenz was named Deputy Commissioner overseeing the financial review process as well as on-site financial examinations of Texas domestic insurers and market conduct examinations of all licensed entities in Texas. In August 2007, Mr. Saenz was promoted to head the Financial Program at the Texas Department of Insurance and in addition to the responsibilities mentioned earlier he assumed responsibility over the licensure and registration of insurers, actuarial and the rehabilitation and liquidation oversight of insurers. Mr. Saenz has been a member of the Insurance Regulatory Examiners Society and the Society of Financial Examiners since 1996 and 1988, respectively and is actively involved in various National Association of Insurance Commissioners committees and working groups.


Chuck Vanasdalan - New Hampshire

Chuck Vanasdalan is the Property & Casualty Market Analysis Supervisor for the New Hampshire Insurance Department and serves as its Market Analysis Chief. His office is located in Concord, New Hampshire. As the market analysis principal, he coordinates all of the department’s market analysis activity. Chuck has managed the Market Conduct Annual Statement (MCAS) project since New Hampshire began its involvement in 2004. He has represented the department on various NAIC working groups and task forces. He currently sits on the Advisory Organization Examination Oversight (C) Working Group and serves as chair of the Market Analysis Procedures (D) Working Group.

Originally from the Carlisle, Pennsylvania area, he is a graduate of Gettysburg College where he received a Bachelor of Arts degree, in Political Science. Prior to joining the New Hampshire department, he spent 20 years in the insurance industry with a major national insurer, including 14 years as the Personal Lines Underwriting Manager for their Philadelphia Sales Region. He also served as chair of the Pennsylvania and Delaware Fair Plans Underwriting Committee. Downsized in 1995, Chuck started his own business that took him to New Hampshire in 2001. He joined the New Hampshire department in 2003 and served as an insurance company examiner prior to taking on the market analysis responsibilities.

Chuck enjoys golf, computers, and researching his family history.


Ignatius Wheeler - Texas

Ignatius Wheeler is the Chief Examiner of the Financial Examinations Section for the Texas Department of Insurance (TDI). With the reorganization of TDI in September, 2011, Ignatius is now responsible for the administration of on-site examinations of insurance companies and other entities regulated by TDI, as well as for all market conduct and actuarial regulatory activities performed by TDI.

In 1991, Ignatius began his regulatory career with TDI as a financial examiner for the South Texas Field Office, in Houston, Texas. In 1999, Ignatius became a Supervising Examiner, and in 2003 he was named the Assistant Chief Examiner for the South Texas Field Office. As Assistant Chief Examiner, he was instrumental in the development of policies and procedures to increase examination efficiency and provided support in TDI’s preparation for multiple accreditation reviews. Ignatius was named Chief Examiner in September, 2009.

Ignatius graduated from Louisiana State University with a Bachelors Degree in Accounting. He has a Certified Financial Examiner’s designation from the Society of Financial Examiners (SOFE). He currently serves on the Board of Governors for SOFE and has been an active member since 1991.

Janette Adair - Argo Group US

Janette Adair is the Regulatory Counsel for Argo Group US, Inc, in San Antonio, Texas. Argo Group is an international underwriter of specialty insurance and reinsurance products in areas of the property and casualty markets with 28 locations in six countries. As regulatory counsel for Argo Group’s U.S. operations, Janette is responsible for regulatory compliance functions, including facilitating risk focused examinations for Argo Groups’ twelve U.S. domiciled insurers. Prior to joining Argo Group, Janette was Legal Counsel for the Nebraska Department of Insurance from 2004 to 2011. As a regulator, she worked in a wide variety of areas of insurance regulation, including providing legal support to both the financial examination and market conduct examination divisions, and serving as a hearing officer in administrative actions and producer license denials. Janette also taught courses in Business Law and Business Ethics as an adjunct professor for Concordia University Nebraska and Southwestern College.

Janette holds a J.D. with Distinction from the University of Nebraska, and a B.S. in Business Administration Magna Cum Laude from the University of Nebraska at Kearney. She is a member of the Nebraska Bar Association.


Kelly Armstrong - Canal Insurance Company

Kelly Armstrong currently holds the position of Senior Staff Attorney at Canal Insurance Company, a property and casualty company based in Greenville, South Carolina. Kelly began her insurance career in Columbus, Ohio working as a corporate attorney for a personal auto insurance carrier after making the transition from private law practice. Kelly is a graduate of the University of Wisconsin Law School and obtained her Bachelor of Arts degree from the University of Kentucky.


Kara Baysinger - SNR Denton

Kara Baysinger heads SNR Denton's Insurance sector team and Insurance Regulation practice. Kara is a member of the firm's Global Advisory Committee and US Policy and Planning Board, and is also actively involved in leading the firm's Women's Business Development Group.

She began her career by spending almost ten years working in-house for insurance companies, responsible for product and contract development, regulatory compliance, agent licensing and contracting, reinsurance, corporate contracting, market conduct practices and examinations, insurance department complaints and government relations for 50 states. Immediately prior to entering private practice, she was Director and Counsel of Product Approval and Compliance for Bankers Life and Casualty Company (a Conseco Company) in Chicago. Kara joined SNR Denton in 1998.

Kara has extensive experience in market conduct and sales practices (including multistate examinations and investigations), licensing, regulatory approvals, electronic commerce, transactional matters (including acquisitions, mergers and divestitures of insurance and non-insurance entities), reinsurance, and product and market development issues. She represents national and international insurance and reinsurance companies, insurance-related service companies, other financial services entities, e-business enterprises and state governments.

Kara has served on numerous state and national Association of Insurance Commissioners Advisory Boards. She has negotiated and resolved hundreds of significant single and multistate market conduct examinations and inquiries on behalf of insurer clients. She has created contracting/licensing procedures and contracts for insurance and other distribution and production entities, online and traditional insurance advertisements, sales tools and protocols, insurance products and contracts. She has also negotiated complex reinsurance treaties and commutations and insurance entity transactions, and she has developed market conduct procedures and regulatory compliance protocols. She has procured corporate admissions and approvals for insurers and distribution entities nationwide. Kara also has extensive experience working with traditional and Internet businesses on corporate transactional, licensing, strategic alliance and joint venture matters.

Christopher Bean - Texas Department of Insurance

Christopher Bean currently serves as the Director of Agent and Adjuster Licensing for the Texas Department of Insurance. This program area is responsible for licensing all resident and non-resident insurance agents and adjusters on behalf of the Department and includes applications, administrative review, customer service and continuing education. Mr. Bean previously served as Section Chief of Workers' Compensation Counsel for TDI-DWC as well as Special Counsel to Legal and Regulatory Affairs and has assisted with policy development, rule administration, and regulatory issues pertaining to the National Association of Insurance Commissioners. Prior to becoming a part of TDI, Mr. Bean was an attorney and served as a lobbyist for the construction industry. Mr. Bean is a 1992 graduate of Texas Tech University and received his J.D. degree at South Texas College of Law. He was admitted to practice law in Texas in 1999.


Deeia Beck - Office of Public Insurance Counsel

Before being appointed as Public Counsel by Governor Perry in 2008, Mrs. Beck was an administrative law judge for the Texas Department of Insurance. Prior to becoming a judge, Mrs. Beck was in the private practice of law beginning her career in the insurance litigation section with the Cantey & Hanger firm in Fort Worth. Before becoming an attorney, Mrs. Beck was a faculty member at Baylor University in the Hankamer School of Business where she was named most popular professor by the school’s students. She was also educated at Baylor University receiving B.B.A., M.B.A., and Juris Doctorate degrees.

She is a National Consumer Liaison for the National Association of Insurance Commissioners. She serves as a Board Member of the Texas Certified Self-Insurer Guaranty Association and Texas Self-Insurance Guaranty Fund. She also serves on the Texas Windstorm Insurance Association’s Actuarial Committee. She has been named a Life Fellow of the Texas and Tarrant County Bar Foundations.

Mrs. Beck was born and raised in Texas and is married to Terry Beck, a utility consultant. The Becks’ have two daughters, a son-in-law and one grandson.


Eric Berger - The Gray Insurance Company

Eric S. Berger of Metairie, Louisiana is the Senior Vice President, Government Affairs for the Gray Insurance Group. He has national responsibility for all state and federal governmental and regulatory affairs activities for two company insurance group and management of the governmental and regulatory affairs department. His focus of personal activities includes strong emphasis on pending state and federal legislation, maintaining relationships with state regulators, and supervising market conduct audit and compliance.

Eric actively serves on numerous PCI and AIA committees and task forces, and participates in most industry regulatory events and activities, including NAIC, the Insurance Regulatory Examiners Society, and the Association of Insurance Compliance Professionals.


Robin Bogdanich - Esurance

Robin Bogdanich is Senior Manager, Regulatory Compliance at Esurance, where she is responsible for the licensing and regulatory activities of the Company. She has been in the insurance industry for more than 15 years, 12 of which has been in regulatory compliance.

She received her undergraduate business degree from the California State University, Sacramento, and obtained her MCM Designation in 2010.


Kevin C. Brady - Associate Commissioner Licensing Services, Texas Department of Insurance

Kevin C. Brady serves as the Associate Commissioner for Licensing Services of the Texas Department of Insurance. Licensing Services is responsible for licensing all insurance companies, HMOs, insurance agents, adjusters and various other carriers and entities that desire to enter the $100+ billion Texas insurance market. Kevin is also a member of the management team for the Department’s Financial Regulation Division, which regulates the solvency of insurance companies and other carriers operating in Texas over their entire life-cycle. The Financial Regulation Division is made up of four areas: (1) Licensing Services, (2) Financial Analysis, (3) Examinations, and (4) Rehabilitation and Liquidation Oversight. Kevin also serves as the legislative liaison for these areas.

Kevin began his career with the Department in 1984 as a financial examiner, conducting on site solvency examinations of insurance companies. He is a Certified Financial Examiner. Kevin has held a wide variety of positions during his career at the Department.


Lisa Brown - American insurance Association

Lisa M. Brown is Counsel and Director, Legal Research and Compliance Resources with the Law Department of the American Insurance Association (AIA), a property and casualty insurance industry trade association. She has Law Department responsibility for compliance and regulatory reform issues affecting the industry, coordinates AIA’s legal research and surveys, and oversees AIA’s Legislative Reporting Service (LRS).

Lisa began her career with AIA in September 1994 as an Analyst/Editor in the Legislative Reporting Service (LRS). Prior to joining AIA’s Law Department in 2007, Lisa most recently served as Assistant Director of the LRS.

Lisa earned her J.D. from the George Mason University School of Law, with a concentration in Regulatory Law, and her B.S.B.A. from the University of Richmond, E. Claiborne Robins School of Business. She is a member of the District of Columbia bar. Lisa is also a member of the Association of Insurance Compliance Professionals.


David J. Brummond - Office of Foreign Assets Control

David J. Brummond is Senior Sanctions Advisor – Insurance in the Office of Foreign Assets Control (OFAC) in the U.S. Treasury Department. He assists in the development of compliance policy for the insurance industry, provides subject matter expertise on insurance to the Office of Undersecretary for Terrorism and Financial Intelligence, assists in the drafting of licenses for insurance transactions, and develops recommendations for an appropriate OFAC response to sanctions violations within the insurance sector. He also promotes understanding and awareness of OFAC sanctions programs through outreach activities to all segments of the insurance industry. Mr. Brummond assumed his current position in July 2006. Previously he served as Legal Counsel to the Terrorism Risk Insurance Program at the Treasury Department. Before coming to Treasury in 2003, he served as General Counsel to the National Fraternal Congress of America, the trade association representing fraternal benefit societies; was Assistant Vice President and Assistant General Counsel for the National Association of Independent Insurers (NAII), a trade association of property/casualty insurers; and served in various capacities on the staff of the National Association of Insurance Commissioners, including the positions of General Counsel and Acting Staff Director. He has a law degree from the University of Iowa and a Bachelor of Arts degree from Marquette University.


Cheryl Brunette - Maiden Reinsurance Group

Cheryl Brunette is Vice President - Compliance for Maiden Reinsurance Company. Her duties include the oversight of all regulatory activities within the holding company group, in addition to the oversight of the Maiden Global Information Governance Program. Ms Brunette holds the insurance designations of MCM, ASLI, AIC, AIS, and ACP. Additionally she holds an information management certification in Enterprise Content Management from AIIM and a certificate in Records Management from Macomb Community College. Ms. Brunette is a member of the Board of Directors for the IRES Foundation, and a past Director of the Detroit Chapter of ARMA (professional Record Management Association).


Jon Brynga - The Hanover Insurance Group

Jon has been involved in regulatory compliance for almost 30 years. Jon currently serves as Vice President and Chief Compliance Officer at the Hanover Insurance Group in Worchester, MA. Prior to joining Hanover, Jon was the Director of Compliance for FirstComp/Aspen Holdings. Priior to that Jon was with Travelers for almost 10 years where he was Second Vice President for Corporate Compliance. While at Travelers, Jon helped establish Commercial Lines and Corporate Compliance Departments. Before joining Travelers, Jon worked for Uniform Information Services, Inc. (now Wolters Kluwer Insurance Services) responsible for the development and distribution of compliance databases including Complianceware® for P&C. Prior to Uniform, he held a number of positions in rate, rule and form filing and compliance at Aetna Life and Casualty Company. Jon began his insurance career at Connecticut Mutual Life Insurance Company in 1983.

Jon is currently Vice President of the IRES Foundation Board of Directors, and serves on the AICP Government Industry Affairs Committee and IRES Membership and Benefits Committee. Jon has also Chairs the Compliance Committee for AIA.

In November 2007, Jon earned the Insurance Regulatory Examiner Society (IRES) Market Conduct Management (MCM) Professional designation as part of their inaugural class.

Cass Burton - Cass Burton & Hyde P.L.L.C.

Cass Burton represents insurance companies and agents before the Texas Department of Insurance. He was an attorney for almost five years at the state before launching his own private practice in Austin, Texas – Burton & Hyde, PLLC. While in the employ of TDI, he prosecuted licensing cases, assisted in the enforcement actions based on the military sales and race-based pricing multi-state market conduct exams, and advised program clients on legal matters involving unauthorized conduct. His firm now assists applicants with navigating these processes and obtaining the proper authorizations to engage in the business of insurance; and, when necessary, he defends producers in disciplinary actions against their license. Cass specializes in compliance planning.

Cass earned his Doctor of Jurisprudence degree from The University of Texas School of Law in 2003. He graduated magna cum laude from Texas A&M University with a Bachelor of Science degree in Political Science in 2000 with special honors for his work as a University Undergraduate Research Fellow. He is very involved with the American Council of Young Political Leaders, a bipartisan non-profit organization based in Washington, D.C. that conducts exchanges with over thirty nations. J'ne Byckovski - Texas Department of Insurance

J'ne Byckovski is the Director and Chief Actuary of the Property & Casualty Actuarial Office at the Texas Department of Insurance, where she is responsible for the review of companies’ property and casualty rate filings from auto insurance to workers’ compensation insurance. Her staff also performs market and legislative analysis.

J’ne began her state service at the Department in 2001 after spending more than 10 years at Farmers Insurance Group in Actuarial and Product Management positions.

She is a graduate of California Lutheran University with a BS in Mathematics and a minor in Business. J’ne is a fellow of the Casualty Actuarial Society and a member of the American Academy of Actuaries.

She is married with three charming young boys and serves as their chauffer, cheerleader, and math tutor.


Tim Cercelle - Director, Deloitte & Touche, LLP

Tim Has over 18 years of extensive Property and Casualty Insurance experience and most recently served as Chief Compliance Officer for Progressive Insurance for over six years, focusing on the design, development and implementation of Progressive’s Compliance program. Tim leads the Governance, Risk & Regulatory consulting practice for the Property and Casualty Insurance Industry at Deloitte. This includes assisting many major insurance companies in designing and implementing compliance processes, conducting compliance risk assessments, operational risk assessments, compliance organizational assessments, controls related GAP analysis, compliance due diligence reviews and analyzing company specific regulatory compliance needs. .Tim also leads Deloitte’s Financial Services Records Practice and specializes in the design and implementation of record’s programs. Bruce Ferguson - American Council of Life Insurers

Bruce Ferguson serves as Senior Vice President, State Relations Department. Bruce oversees the ACLI’s legislative and regulatory advocacy efforts in the states and before such organizations as the National Association of Insurance Commissioners, National Conference of Insurance Legislators, National Conference of State Legislatures and the National Governors Association. Bruce also leads the ACLI’s efforts to modernize the state-based system of insurance regulation, working with both industry and government stakeholders to enhance the uniformity and efficiency of our nation’s insurance regulatory system. Steve Foster - Deloitte & Touche LLP

Steve Foster is a Director in Deloitte & Touche’s Governance, Regulatory and Risk Strategies practice focusing on insurance regulatory compliance engagements. His background includes extensive experience in insurance regulatory matters and, more recently, a compliance leadership role at a major U.S. insurer. Immediately prior to joining Deloitte & Touche, Steve was Vice President, Corporate Compliance for Prudential Financial. Prior to joining Prudential, he was the Virginia Commissioner of Insurance for nine years and the President of the National Association of Insurance Commissioners (NAIC). As a regulator and compliance professional, Steve focused on key market conduct issues facing insurers. Mr. Foudree is a former Insurance Commissioner of Iowa President of the NAIC. He is a founding member and former Chairman of the IRES Foundation. Cara Gressen is Director Compliance for Allianz Life Insurance. She is currently responsible for all regulatory exams and ensuring compliance is integrated into the business. Cara has over 20 years experience in the financial services industry, including 16 years of concentration in compliance. Prior to joining Allianz Life Insurance, Cara was a Director in the Compliance department at Ameriprise Financial. She was with Ameriprise Financial from 1989-2008 and held various positions in her early years with the firm. She focused for many years on policies, procedures and WSPs. Mr. Karlinsky is currently a Fellow of the American Bar Foundation, an honor limited to one-third of one percent of attorneys in America, and is a member of the American Association of Managing General Agents, the Association of Insurance Compliance Professionals, the Federation of Regulatory Counsel, the International Association of Insurance Professionals, the International Association of Insurance Receivers, the National Association of Professional Surplus Lines Offices, the Society of Financial Examiners, the Surplus Lines Law Group and the Industry Education Council of the National Conference of Insurance Legislators, among other national professional organizations.

In 2011, Mr. Karlinsky was appointed to Florida’s Seventeenth Circuit Judicial Nominating Commission by Governor Rick Scott. He also was recently admitted to the Roll of Solicitors of the Senior Courts of England and Wales.

Mr. Karlinsky serves as an Adjunct Professor of Law at the Florida State University College of Law, where he teaches a course he helped to create, titled “Insurance Law: A Law and Political Economics Perspective.” In 2011, he was appointed to the Florida State University Foundation Board of Trustees.

Bennett Katz - Zenith Insurance Company

Mr. Katz is Vice President and Assistant General Counsel, Regulatory Affairs, at Zenith Insurance Company, a workers compensation specialist, in Woodland Hills, CA. Previous, he has been responsible for establishing and designing the regulatory affairs and compliance departments and programs for two major national insurance groups, 21st Century Insurance Group and Farmers Group, Inc. His professional experience includes: Massachusetts Indemnity & Life Insurance Company, where he served as General Counsel; Citicorp Person-to-Person Finance, where he was Vice President and Senior Insurance Counsel; President and COO of an insurance agency and its affiliated reinsurer; and the private practice of law.

An accomplished Corporate Executive and Attorney with in-depth and diverse experience in insurance and financial services, Mr. Katz is noted for implementing innovative proactive best-practices programs and procedures. He is recognized for his expertise in regulatory affairs and market regulation. He is known for his high energy/sense of humor and motivating and training others. Craig Leonard - National Association of Insurance Commissioners

Craig Leonard is the Assistant Director of Market Regulation at the NAIC where he assists commissioners and their staff in improving the U. S. insurance regulatory system by championing uniformity, developing systems and encouraging efficiencies in the areas of market analysis, market conduct examinations and multi-state collaborative actions.

Mr. Leonard assists in overseeing the internal operations of the Market Regulation Department and oversees the progress and responsibilities of several NAIC Market Regulation staff. He also provides direction and staff support for the Market Regulation and Consumer Affairs (D) Committee and its groups, such as the Market Information Systems (D) Task Force, and Market Actions (D) Working Group (MAWG). Mr. Leonard assists the groups in overseeing the development of key automated systems, such as the Market Conduct Annual Statement (MCAS.) In addition, Mr. Leonard has significant involvement in the curriculum development and facilitation of several NAIC market regulation-training programs and the market regulation exchange of the NAIC’s annual E-Reg Conference.

Prior to joining the NAIC in 2004, Mr. Leonard worked as a Manager in the Insurance Regulatory Compliance Practice at Arthur Andersen, LLP; an Examiner-In-Charge for the Missouri Department of Insurance; and as an independent insurance agent.

Mr. Leonard earned his MBA from Rockhurst University and BS in Business Administration from Missouri Southern State University. He is a Chartered Property and Casualty Underwriter, Certified Insurance Examiner, Fellow, Life Management Institute, Certified Compliance Professional, Associate in Regulation and Compliance, Associate in Risk Management, and Association in Insurance Accounting and Finance.

Mr. Leonard enjoys travel; serving on numerous charitable boards and committees; options trading and hanging out with his dog, Earl.


Nick Marrangoni - Liberty Mutual Group

Nick is a Lead Compliance Analyst for Liberty Mutual Group working on the Strategic Product Management Compliance Team. He manages the market conduct exam process for Liberty Mutual’s Personal Lines Underwriting and Rating group. Nick also works on miscellaneous complex and strategic compliance issues such as, consumer complaint responses, the NAIC Market Conduct Annual Statement, enterprise risk management, compliance audits, OFAC, business continuity planning, and records retention.

Nick has been Liberty Mutual for over 19 years, in his current position for over 12 years and has been involved in over 50 market conduct exams and audits. Nick held prior positions with Liberty Mutual in the regulatory filing and underwriting departments.

Nick has a Master of Science in Finance degree from Suffolk University, a Bachelor of Science in Business Administration degree from Duquesne University and holds numerous insurance designations.

Nick is a member of the Association of Insurance Compliance Professionals (AICP) and has served in numerous National and Chapter leadership capacities including his current role of AICP Past President; AICP President, AICP Vice President, Chair of the Bylaws, Marketing and Nominating Committees, New England Chapter Regional Director and New England Chapter President.


Marty Mitchell - Association of Health Insurance Plans (AHIP)

Marty Mitchell is a member of the State Policy Department at America’s Health Insurance Plans (AHIP), located in Washington, DC. In this role he supports the organization’s and member’s state regulatory and legislative activities as an in-house health insurance product and government relations resource. As a senior legal and regulatory expert with extensive business operations experience in health insurance and healthcare financing, Marty has spent thirty years in a variety of regulatory, legal and management positions within the health insurance field.

After clerking for the Federal Court in New Hampshire, Marty began his insurance career as the Assistant Insurance Commissioner for the State of New Hampshire. Working with the Commissioner and the Chief of Exams as the leadership team, his responsibilities touched all lines of insurance and areas of department management including legal support, market conduct audits and enforcement, all department legislative activities, while directing rulemaking and enforcement actions.

Following his time with the insurance department, Marty held several positions at Blue Cross and Blue Shield of NH, where he joined the company as their chief legal officer. While holding this role throughout his 14 years with the company, he went on to become EVP and COO.

During 1988-1989, Marty served as Interim President and CEO and was instrumental in the financial rehabilitation of the company in the face of an impending Insurance Department order to seize and close the company. He initiated rating, underwriting and financial reforms fostering greater transparency and accountability to the Board, regulators and to the public, while managing weekly meetings with the commissioner.

Prior to joining AHIP, Martin served as General Counsel for GE Long Term Care, the nation’s largest long-term care insurer. As the lead attorney, he was responsible for all business legal and compliance activities. As the manager of the legislative services department, he directly participated in review and lobbying activities on all long term care legislative, regulatory and compliance issues for Long Term Care.

Marty is a graduate of the University of New Hampshire. He earned his M.Sc. (Econ) from the University of Wales, Aberystwyth, (UK), and obtained his JD from Suffolk Law School. He is a Six-Sigma Green Belt.


Christine Palmieri - The Travelers Companies, Inc.

Chris has been in the insurance industry for 25 years and has extensive regulatory and compliance experience. She is currently a 2nd Vice President with Travelers and is responsible for the facilitation of proactive compliance initiatives as well as the coordination of external market conduct activities on an enterprise level. Prior to joining Travelers, she performed various roles with Royal & SunAlliance, including the management of the state rate, rule and form filings Department.

Her compliance experience extends back to the 80’s and 90’s where she performed state filing and market conduct managerial and individual contributor roles with General Reinsurance Corporation and Aetna.

Chris is a member of the Inland Marine Underwriter’s Association (IMUA) Legislative and Regulatory Affairs Committee.

In 2008, Chris earned the Insurance Regulatory Examiner Society (IRES) Market Conduct Management (MCM) Professional designation.


Audrey SeldenDeputy Commissioner, Compliance Division, Texas Department of Insurance

Audrey Selden is the Deputy Commissioner for the Compliance Division at the Texas Department of Insurance (TDI). The Compliance Division includes consumer protection, enforcement, and fraud prevention core functions. It helps Texans resolve insurance complaints, provides insurance information to the public, and reviews insurance advertisements. The Division investigates allegations of illegal insurance, agent and company practices, and workers’ compensation activities in the marketplace. The Division also protects the public from economic harm by investigating allegations of insurance and worker’s compensation fraud.

The YWCA honored Audrey with the 2010 Woman of the Year Award for Racial Justice. She also received the 2001 Women on Their Toes award from Austin Ballet for outstanding volunteer service and the 1997 Ma Ferguson Award for Excellence in the Public Sector.

She is a graduate of Leadership Texas and a 2004 graduate of Leadership America, a board member of the Foundation for Women’s Resources, an Affiliates Committee member of Executive Women in Texas Government, and a Board Development Committee member of the Girl Scouts of Central Texas Council.

Audrey served as Texas Assistant Secretary of State from 1991 to 1994. After graduating from Harvard Law School in 1986, she clerked for U.S. District Judge William Wayne Justice. Her additional work experience includes private practice as a litigator, college instructor, and university administration. She received her bachelor’s and master’s degrees from Michigan State University.


Damien Sepanik - Zurich Insurance

Damian Sepanik is Chief Compliance Officer of Zurich North America, managing strategic and day-to-day operational issues related to the Compliance function, and interacting with senior management regarding compliance and ethics matters in the U.S. and Canada. Damian is a member of Zurich's Global Compliance Executive Team. Damian has 25 years of experience in the insurance industry, mainly in legal roles. He was general counsel of personal lines and large commercial risk businesses (including Bermuda operations) at CNA Insurance where he also led an in-house coverage litigation law firm of approximately 50 attorneys in four regional locations and was responsible for financial regulatory matters. His private practice experience focused on insurance

regulatory issues and complex insurance transactions. Damian is a writer and frequent speaker on insurance topics with 20 years of participation in NAIC national meetings.

He is former co-chair of the CPCU regulatory and legislative section, and former chair of the Insurance Regulatory Examiners Society Foundation Board of Directors. Damian enjoys travel, is an avid golfer and a scuba diver.


Cheryl Strait - Strait & Associates, LLC

Cheryl is the President of Strait & Associates, a records and information management consulting firm focused on providing clients with the means to integrate and improve the management of information regardless of where it resides in addition to enabling the integration of records management concepts into business processes. Cheryl has more than 20 years of professional experience with over 15 years providing management consulting services with a focus on records and information management. Cheryl’s works has centered on helping organizations across all industries address and mitigate risks and costs through the development and use of a strong records management programs. Cheryl has an MBA along with Masters Certificate in Project Management.


Elizabeth Tosaris - Locke Lord LLP

Elizabeth Tosaris has 20 years of insurance regulatory and insurance litigation experience, assisting clients on a broad range of issues arising out of the regulation of the insurance industry. Her clients have included a wide variety of insurers, insurance producers, entities in non-insurance lines of business who are considering business plans with an insurance related component, as well as Departments of Insurance.

Elizabeth regularly advises clients on achieving compliance with insurance statutes and regulations, obtaining approval of rate filings, implementing claims and underwriting procedures, and developing marketing strategies. Elizabeth has worked with insurers on financial reporting and filing issues, including annual statements and related financial documents. She has extensive experience with license applications, applications to withdraw from business and holding company matters. Elizabeth also advises clients in connection with major transactions such as mergers and sales of insurers.

Elizabeth has particular experience in responding to market conduct examinations including resolving issues arising out of those exams. She regularly advises major insurers who are the target of multi-state market conduct exams. Elizabeth has also litigated matters at trial and in administrative hearings brought by the California Department of Insurance.

Another area of Elizabeth's practice involves assisting insurers in preparing responses to subpoenas and other investigatory demands from state agencies. In addition, Elizabeth has worked with insurers in preparing responses to data requests and other special reporting events called by state regulators and attorneys general.
