Lynette Baker - Chief of Market Conduct - Ohio Department of Insurance
Lynette A. Baker, CFE, MCM Lynette is a graduate of Ohio University. She has been with the Ohio Department of Insurance for 26 years and is currently the Chief of the Market Conduct Division. As an active participant in NAIC committees, she led last year’s revisions to the Market Conduct Annual Statement that went into effect in 2011. Lynette is also a member of the Insurance Regulatory Examiners Society where she currently serves as a member of the Board of Directors.
Bernd Breitenbach - Director Market Conduct & Compliance - The Guardian Life Insurance Company of America

Bernd R. Breitenbach’s professional career includes officer positions in several companies in the areas of Regulatory Compliance, Treasury, Corporate Risk Management and Finance with 20+ years in the life insurance industry. Most recently, he has extensive experience as Director Market Conduct & Compliance with Enterprise responsibility for state regulatory compliance and Senior Corporate Manager (Special Projects & Risk Containment Initiative) for The Guardian Life Insurance Company of America. Prior experience includes positions of Vice President & Treasurer (Insurance Operations) and Assistant Vice President (Non-Insurance Operations) The Equitable and Senior Manager Treasury Operations, Mobay Chemical, a Bayer AG company. Mary Butterfield - Assistant Director - Arizona Department of Insurance
Mary Butterfield is Assistant Director with the Arizona Department of Insurance. She is responsible for the Consumer Affairs Division. During 31 years with the Department she has been responsible for the market conduct examination program, life and health form and rate review, consumer complaints, investigations, utilization review agents and health care appeals. Prior to joining the Department of Insurance Ms. Butterfield was a claims manager for a large employer, a third party administrator and an auditor for a large life and health insurer.
Kent Dover - Chief Market Conduct Examiner - New Hampshire Insurance Department

G. Kent Dover Jr. resides in Sanbornton, NH with wife Joanne. He graduated from the University of New Hampshire with a BA in Political Science. He has 32 years of insurance industry experience, 11 years agency experience, and 21 years regulatory experience. Kent is currently employed by the State of New Hampshire Insurance Department as Chief Market Conduct Examiner, Property & Casualty Division where he’s held the position for 9 years. He formerly served as Examiner and Senior Rate Analyst and currently serves as the Department’s Collaborative Actions Designee. Kent is an active IRES Member, serves as member of the IRES Accreditation and Ethics Committee, and is President of the New Hampshire State Chapter. He holds CPCU, CIE and MCM designations. Kent is also an avid ski racer and sportsman.
John Franchini - Superintendent - New Mexico

John G. Franchini, a native New Mexican and graduate of Creighton University in Omaha, has over 35 years experience in the insurance industry. John “temporarily” joined Consolidated Agency, his father’s independent insurance agency, while attending graduate school at the University of New Mexico. Ten years later, he purchased the business and expanded it to four locations employing 82 people and servicing nearly 15,000 customers. During that time, he served on the New Mexico Workers’ Compensation Assigned Risk Pool Board of Governors, the Patient Compensation Administration Board of Directors, and was elected president of the Independent Insurance Agents of New Mexico. In 1998, Poe & Brown, a national insurance broker, purchased the business. Franchini was named vice president, and his responsibilities included new business production, development of specialized insurance programs, and agency acquisitions. He received the company’s “Top Gun of New Mexico” award in 2000 and the “Top Gun of the Southwest” award in 2001. Franchini joined New Mexico Mutual in 2002 and was eventually named Vice President of Government and Industry Affairs. At New Mexico Mutual, he worked with state legislators, members of regulatory agencies, and insurance agents to strengthen the company’s financial and public standing. John is a member of the Leadership New Mexico Class of 2007, former board member of the Rocky Mountain Insurance Information Association, and past president of the New Mexico Insurance Association.
Mark Hooker - Chief Market Conduct Examiner - West Virginia Offices of the Insurance Commissioner

A 1984 graduate of the Virginia Military Institute, Mark Hooker initially began his insurance career July 1, 1990 in Columbia SC- spending seven years multi-line insurance agent with the Southern Farm Bureau group following five years of service in the Army as an infantry and intelligence officer. While at the Southern Farm Bureau Group, Mark became a multiple year recipient of the company’s “Round Table” and “All-Star” awards. After returning to his native home of Charleston W. Va., he was employed as an underwriter with West Virginia’s then monopolistic state workers compensation fund where he was quickly promoted to Senior Underwriter. Mark began his regulatory work as a Market Conduct Examiner with the State of West Virginia in 2002. Since then he has assumed the roles of Chief Market Conduct Examiner and Market Analysis Chief. Mark has been an active Participant in the NAIC Market Conduct Examination Standards, Market Analysis Procedures and Market Actions Working Groups. He currently holds the Certified Insurance Examiner (CIE), Chartered Property and Casualty Underwriter (CPCU), Fellow Life Management Institute (FLMI), Certified Workers Compensation Professional (CWCP), Market Conduct Management (MCM), Accredited Advisor in Insurance (AAI), Associate in Underwriting (AU), Associate in Insurance Services (AIS), and Life Underwriting Training Council Fellow (LUTCF) designations. Mark currently is the IRES Secretary, serving on the IRES Executive Committee and chairing the Education Committee Chairman. Mark is also an Ex-Officio member of the IRES Foundation Board.
John Huff - Director - Missouri Department of Insurance, Financial Institutions and Professional Registration

On Feb. 6, 2009, Gov. Jay Nixon appointed John M. Huff, a native of Potosi, Mo., as director of the Missouri Department of Insurance, Financial Institutions and Professional Registration. John was confirmed by the Missouri Senate on Feb. 19.
In this position, Director Huff leads Gov. Nixon’s initiatives to protect Missouri consumers, including insurance policyholders and financial institution customers, while promoting a competitive marketplace.
An attorney, John brings 18 years of leadership experience in the insurance industry to a state department charged with protecting consumers through the regulation of professionals and businesses that impact Missourians’ lives daily. The department regulates more than 500,000 professionals and 7,000 companies, including insurance companies, banks, credit unions and other professional corporations. He leads a team of 550 at the department.
One of his top priorities is using technology to improve the efficiency and effectiveness of license applications, renewals, complaints, enforcement actions and board and commission nominations. This effort includes partnering with associations and other states to streamline regulatory functions that will increase productivity, decrease costs, and speed the delivery of regulatory information and quality products to Missouri consumers.
In September of 2010, John was appointed to the U.S. Financial Stability Oversight Council by the National Association of Insurance Commissioners. He is the only insurance regulator on the council, which was created by the recently enacted Dodd-Frank Wall Street Reform and Consumer Protection Act. The council is charged with coordinating the nation’s financial regulators to identify systemic risk to the America’s financial stability.
John serves as a director and trustee on several other boards promoting better financial services and education for Missourians:
- Missouri Health Insurance Pool, a nonprofit program that provides health insurance for Missourians unable to buy affordable coverage because of health problems.
- Missouri Council on Economic Education, which promotes economic and financial literacy.
- Missouri Consolidated Health Care Plan, a health insurance provider for state employees and retirees.
- Missouri State Employees Voluntary Life Insurance Commission, which provides a state-sponsored life insurance program to state employees.
- Alzheimer’s Health State Plan Task Force, which will assess the impact of Alzheimer's and related dementia on Missourians, examine resources and make recommendations.
- Before entering public service, John spent 11 years as an executive with leading insurers and reinsurers, including Swiss Re and GE Insurance Solutions. At these companies, John led global teams and was stationed in two different European markets: London and Zurich.
John earned his bachelor's degree in business administration from Southeast Missouri State University. In 1987, he earned an MBA at Saint Louis University, and graduated in 1990 from the Washington University School of Law in St. Louis. He and his wife and daughter live in Columbia.
Leslie Krier - Market Conduct Oversight Manager - State of Washington, Office of Insurance Commissioner

Leslie Krier joined the Washington State Office of Insurance Commissioner as a Market Conduct Examiner in 1994, performing market conduct examinations of life and health companies. In 2000, she became the Chief Market Conduct Examiner for the State of Washington. In December 2006, Leslie was promoted to Market Conduct Oversight Manager. She is responsible managing Washington’s market analysis program and the ongoing market conduct functions for Washington state. Leslie participates in various NAIC Working Groups. Leslie is currently the President of the Insurance Regulatory Examiners Society (IRES). Before joining the OIC, Leslie worked in the life and health insurance industry, first in an agency office and then in the home office of two large insurers. She managed new business, underwriting, claims, policy administration, and customer service units. She has earned the Fellow, Life Management Association (FLMI) designation and Accredited Insurance Examiner (AIE) designation. Leslie is a graduate of Washington State University where she received a B.A. in Business Administration.
Craig Leonard - Market Regulation, Assistant Director - National Association of Insurance Commissioners
Craig Leonard is the Assistant Director of Market Regulation at the NAIC where he assists commissioners and their staff in improving the U. S. insurance regulatory system by championing uniformity, developing systems, and encouraging efficiencies in the areas of market analysis, market conduct examinations and multi-state collaborative actions.
Mr. Leonard provides direction and staff support for the Market Regulation and Consumer Affairs (D) Committee and key working groups, such as the Market Information Systems (D) Task Force and Market Actions (D) Working Group (MAWG). Mr. Leonard assists the groups in overseeing the development of key automated systems, such as the Market Analysis Review Systems (MARS) and Market Conduct Annual Statement (MCAS.) In addition, Mr. Leonard has significant involvement in the curriculum development and facilitation of several NAIC market regulation-training programs and the annual E-Reg Conference.
Mr. Leonard assists in overseeing the internal operations of the Market Regulation Department and oversees the progress and responsibilities of several NAIC Market Regulation staff.
Prior to joining the NAIC in 2004, Mr. Leonard worked as a Manager in the Insurance Regulatory Compliance Practice at Arthur Andersen, LLP; an Examiner-In-Charge for the Missouri Department of Insurance; and as an independent insurance agent.
Mr. Leonard earned his MBA from Rockhurst University and BS in Business Administration from Missouri Southern State University. He is a Chartered Property and Casualty Underwriter, Certified Insurance Examiner, Fellow, Life Management Institute, Certified Compliance Professional, Associate in Regulation and Compliance, Associate in Risk Management, and Association in Insurance Accounting and Finance.
Mr. Leonard enjoys travel; serving on charitable boards and committees; and hanging out with his 3-year-old dog, Earl.
Jim Mealer - Chief Market Conduct Examiner - Missouri Department of Insurance, Finance and Professional Registration
Jim Mealer is the Chief Market Conduct Examiner for the Missouri Department of Insurance, Finance, and Professional Registration (DIFP). Jim has been with DIFP for 20 years and has also served as an Audit Manager, Examiner-In-Charge, Examiner I, II, and III and a Surplus Lines Examiner. Prior to working for DIFP, Mr. Mealer graduated from Southwest Missouri State University (now Missouri State). Jim has a CIE and MCM designation.
David Moskowitz - Assistant Chief Examiner - Market Conduct - Texas Department of Insurance
David Moskowitz is the Assistant Chief Examiner of the Market Conduct Division, Financial Program, for the Texas Department of Insurance (TDI). David is responsible for the administration of market conduct examinations of insurance companies, premium finance companies, managing general agents, agents and third-party administrators. David also manages the Market Analysis Division, and was responsible for developing and incorporating the market analysis process into the Market Conduct Division.
In 1988, David began his career with TDI as a holding company examiner for the Holding Company Division, responsible for the regulation of transactions for affiliated companies. In 1990, David moved to the Financial Analysis Division where he served 15 years as a financial analyst. David has been the Assistant Chief Examiner for Market Conduct since October 2005.
David is a graduate of Texas State University where he received a B.B.A in Accounting.
Tim Mullen - Director of Market Regulation - National Association of Insurance Commissioners
Tim Mullen is Director of the Market Regulation Department. As the Director of the Department, Mr. Mullen supports the following market regulatory activities of state insurance departments: consumer assistance, market analysis, market conduct examinations, and producer licensing. Mr. Mullen provides NAIC staff support for the Producer Licensing (EX) Task Force, Multistate Enforcement (EX) Task Force, Consumer Disclosures (D) Committee Working Group, and the Market Regulation and Consumer Affairs (D) Committee. Mr. Mullen joined the NAIC in 1997 as Assistant Market Affairs Manager. Prior to joining the NAIC, Mr. Mullen was a market conduct examiner for the Missouri Department of Insurance. In addition to his work in state government, Mr. Mullen worked for Aetna Insurance in the claims department and was a practicing attorney before joining Aetna. Mr. Mullen earned his Bachelor of Business Administration, his Master of Business Administration and his Juris Doctorate from the University of Missouri. He is a member of the Missouri Bar and the Kansas Bar. Mr. Mullen is a Chartered Property & Casualty Underwriter and Certified Insurance Examiner.
Jim Mumford - First Deputy Commissioner and Securities Administrator - Iowa Insurance Division
James R. Mumford is First Deputy Commissioner of the Iowa Insurance Division and also is Securities Administrator which is the lead position for the Iowa Securities Bureau.
Mr. Mumford graduated from Iowa State University in 1960 with a degree in agriculture economics. He graduated from Harvard University Law School in 1963.
Mr. Mumford has worked in the insurance industry since 1965 starting in private practice. In 1970 he became counsel with Equitable Life Insurance Company of Iowa. In 1976 he started a law firm specializing in insurance related matters. He worked extensively in insurance related matters including variable annuity and indexed annuity products, pension and tax matters, and financial and corporate governance matters. In 1997, he joined ING Americas as Chief Counsel, Corporate Affairs and also later undertook the duties of Chief Counsel, Special Projects. During that time he was general counsel of several ING insurance subsidiaries and furnished oversight on ING state government relations activities. In 2003, he retired from ING and became Of Counsel with Nyemaster, Goode, West, Hansell & O'Brien Law Firm in Des Moines, Iowa. In 2005 he was appointed to his current position.
Mr. Mumford was active in the National Organization of Life and Health Guaranty Association (NOLHGA) where he was a member of its legal committee for 5 years (chair 2 years), member of its audit committee for 3 years (chair 1 year), member of its executive committee for 3 years (chair 1 year), member of its Board of Directors for 6 years (chair 1 year), member of its financial modernization committee for 3 years and co-chaired its Guaranty Association Modernization Task Force for 2 years.
During his career, Mr. Mumford was active with the National Association of Insurance Commissioners (NAIC) on behalf of his clients. He was also active representing member companies of the American Council of Life Insurers (ACLI).
Mr. Mumford represents the Iowa Insurance Division by serving on various NAIC Working Groups and Task Forces including currently chairing the NAIC Receivership and Insolvency Task Force and a working group reviewing the NAIC Annuity Disclosure Model Regulation.
Anne Marie Narcini - Chief of Market Regulation & Consumer Protection - New Jersey Dept of Banking and Insurance

Anne Marie joined the New Jersey Department in 1988 as an investigator and has served in various positions within the Office of Consumer Protection for over 21 years. In 2001, she assumed oversight responsibility for enforcement, market conduct, licensing, insurance education, and consumer complaints and for six years she also served as Acting Insurance Claims Ombudsman. Anne Marie graduated with a Bachelor of Science from The College of New Jersey, obtained her CPCU in 1993, CIE in 1996 and MCM in 2008. She has been an active member of IRES since 1996 and now serves on its Executive Board as Vice President. Anne Marie regularly participates as a member in NAIC market regulation and producer licensing working groups. She was the 2006 Chair of the Market Data Review (D) Working Group, 2007 chair and 2008 Vice Chair of the Market Regulation Handbook (D) Working Group, current Chair of the Producer Licensing (EX) Working Group (since 2008) and is New Jersey’s Market Analysis Chief and Collaborative Action Designee. Anne Marie was the 2008 recipient of the IRES Foundation’s Paul DeAngelo Memorial Teaching Award.
Eric Nordman - Director of Regulatory Services - National Association of Insurance Commissioners

Eric C. Nordman, CPCU, CIE is currently serving the needs of the state insurance regulatory community in his capacity as Director of Regulatory Services with the National Association of Insurance Commissioners. He directs the regulatory services, financial services and market regulation staff members in a wide range of insurance research and in support of NAIC initiatives, committees, task forces and working groups. He previously held the positions of Director of Research and Senior Regulatory Specialist with the NAIC prior to his appointment as Director of Regulatory Services. He has been with the NAIC since 1991. In his position Mr. Nordman supports the Property and Casualty Insurance (C) Committee and the Climate Change and Global Warming Task Force. He advises on various property and casualty issues. In the aftermath of the events of September 11, 2001, he was involved in the discussion and resolution regarding coverage issues related to acts of terrorism. Similarly, in the aftermath of the 2005 hurricane season, he was involved in and continues to be involved in discussions with the states and with the federal government regarding insurance issues in the face of natural and human made catastrophes. He responds to questions by the various state insurance regulators, industry, trade and consumer representatives. He provides advice on various matters relating to property and casualty insurance, and financial and market regulation, filing of rates and forms by insurers in the states. Mr. Nordman received his bachelor’s degree in mathematics from Michigan State University. He earned his CPCU and he is a CIE—Certified Insurance Examiner. He was employed by the Michigan Insurance Bureau for thirteen years as an auto analyst, workers’ compensation analyst and director of the property and casualty section regulating rates and forms submissions. Mr. Nordman also has served on the National Advisory Committee for the Robert Wood Johnson Foundation’s Workers’ Compensation Health Initiative and was a member of the National Insurance Task Force of the Neighborhood Reinvestment Corporation. He is newsletter editor of the CPCU Society’s Regulatory and Legislative Interest Section. He serves on the Workers’ Compensation Steering Committee and the Study Panel on National Data on Workers’ Compensation with the National Academy of Social Insurance.
Pamela O'Connell - Division Chief, Market Conduct Division - California Department of Insurance
Pam has been an insurance regulator for the state of California for just over 18 years, spending 10 years as a market conduct examiner, and nearly 8 years managing the Market Conduct Division's bureau that handles rating and underwriting examinations. In June of 2010 she was promoted to the position of Division Chief for the Market Conduct Division. Pam earned a bachelor's degree in Business Adminstration from CSU Sacramento in 1990, and her CPCU designation in 2003.
Jeff Olson - Senior Market Conduct Examiner - Colorado Division of Insurance
I have been employed by the Colorado Division of Insurance for approximately 13 years. My current position is “Senior Market Conduct Examiner” in the market regulation section. My primary duties involve leading and overseeing market conduct examinations for all lines of business performed by both in-house and independent contract examiners. Prior to working for the Division of Insurance, I worked in the insurance and financial services industries for approximately fifteen years, and in law enforcement for five years. I am married and have two grown children. When I am not working, I enjoy travel, golf, and spending time with my family, including an 18 month old grandson.
John Piller - Vice President, Regulatory Affairs & Associate General Counsel - Genworth Financial
John Piller, Vice President, Regulatory Affairs and Associate General Counsel, Retirement & Protection Genworth Financial John joined Genworth in May 2005 as Associate General Counsel, Retirement Income & Investments. In that role, John was responsible for providing legal support to the Company’s Annuity Servicing and Operations Units. John also played a key role in coordinating market conduct examinations and providing legal advice concerning the implementation of new laws and regulations. John took on his current role in June 2007 and, in addition to maintaining his prior responsibilities related to annuity operations, is responsible for coordinating all state regulatory examinations across the suite of life, annuity, long term care and other senior supplemental products in the Retirement and Protection division. To the extent an examination results in findings, John collaborates with the business to ensure appropriate implementation of new processes that may be required. John also works with various business functions to explore ways to foster open dialogue and create meaningful relationships with regulators. Prior to joining Genworth, John held the role of Associate General Counsel for Kanawha Insurance Company and third party administrator, Kanawha HealthCare Solutions, Inc., addressing operational and regulatory issues related to long-term care and voluntary benefits products, as well as self-funded employee welfare benefit plans. John has diverse experience working with state and federal regulators addressing issues across multiple product lines. John received his Bachelor of Arts degree at Furman University and Juris Doctor (J.D.) from the University of South Carolina School of Law. John holds a number of industry designations, including the FLMI, FFSI, MCM, AAPA, LTCP, AIRC, ARA, ACS, and AIAA and is actively involved with various industry and regulatory trade organizations, including the Insured Retirement Institute (IRI), the American Council of Life Insurers (ACLI), and the Insurance Regulatory Examiners Society (IRES). John and his wife, Michelle, will soon celebrate their thirteenth anniversary and have two boys, John, 11, and Liam, 5.
Lyn Potts - Assistant General Counsel - COUNTRY Financial
Lyn Potts is an Assistant General Counsel in the Office of the General Counsel for the COUNTRY® Financial Group in Bloomington, Illinois. She has been with the Office of the General Counsel in various roles for 11 years. Lyn’s primary responsibilities include property/casualty insurance issues, transactions, market conduct exams, reinsurance, insurance holding company issues, and private placements. Prior to joining Illinois Agricultural Association, Lyn worked in Peoria, Illinois for a government health care contractor. She received her law degree from the University of Iowa College of Law in 1996, with Distinction , and her B.A. from the University of Illinois at Urbana-Champaign in 1993, with Distinction. Lyn is a member of Illinois State Bar Association, American Bar Association, and Association of Corporate Counsel. She also participates in the various subcommittees for the Property Casualty Insurers Association of America. In addition, Lyn enjoys volunteering for various community organizations.
Lawrence Powell - Whitbeck-Beyer Chair of Insurance - University of Arkansas Little Rock - College of Business

Dr. Lars Powell holds the Whitbeck-Beyer Chair of Insurance and Financial Services at the University of Arkansas – Little Rock. He earned undergraduate degrees from the University of South Carolina, and a Ph.D. in Risk Management and Insurance from the University of Georgia. Lars’ primary research interests include insurer capitalization and the effects of regulation on insurance markets. His work appears in several top academic and practitioner journals. He currently serves as editor of the Journal of Insurance Regulation. Before pursuing an academic career, he worked as an insurance agent and claims adjuster. As a consultant, Lars performs a range of insurance-related tasks from legislation analysis and litigation support to insurance company formation and regulatory problem solving. He is a founding board member of Arkansas Mutual Insurance Company.
Karen Schutter - Executive Director - Interstate Insurance Product Regulation Commission
Karen oversees the day-to-day management of the IIPRC and its product filing operations, including providing support to the members of the Commission and its committees to fulfill their respective missions. She facilitates communication with non-compacting states, industry and consumers about the benefits of the Compact as well as ensures a high-quality product review process for compacting states and filers. Prior to joining the IIPRC, Karen was with the National Association of Insurance Commissioners (NAIC) for ten years, serving in various legal and management capacities, including coordinating the initial legal and operational implementation of the IIPRC.
Roger Sevigny - Commissioner

Commissioner Sevigny leads a staff of 81 employees. He is an NAIC Past President and is a very active member of the NAIC Committees and task forces. He is Chair of the Life Insurance Interstate Compact as well as the Producer Licensing Task Force. Additionally, he is a member of the International Insurance Relations Leadership Group, the Professional Health Insurance Advisors (EX) Task Force, , the Accounting Practices and Procedures (E) Task Force, the Examination Oversight (E) Task Force, the Reinsurance (E) Task Force and the Valuation of Securities (E) Task Force.
Prior to his appointment as Commissioner he held the position of Assistant Commissioner of New Hampshire's Insurance Department. Before joining the Insurance Department, he was an employee of Travelers Insurance for more than 30 years, serving in a variety of technical and management positions.
Commissioner Sevigny holds a Bachelor of Arts in biology from St. Anselm College in Manchester, New Hampshire. He is also a commissioned officer in the United States Army, having retired at the rank of Colonel.

Helene Tomme joined the Arizona Department of Insurance in 2001, and currently serves as the Market Conduct Examinations Supervisor, responsible for the management of Market Oversight Division examinations. Her previous positions with the Department include Market Conduct Examinations Analyst and Investigator. Ms. Tomme’s insurance background also includes 14 years of industry experience in commercial property and liability underwriting and marketing.
Christina Urias - Director - Arizona Department of Insurance

CHRISTINA URIAS was appointed Director of the Arizona Department of Insurance in November 2003. Prior to her appointment, Director Urias was a partner at the law firm of DeConcini McDonald Yetwin & Lacy, P.C. (1989-2003) and before becoming an attorney, Director Urias worked in the insurance industry (1973-1985) as a property and casualty claims adjuster.
A member of a seventh generation Tucson pioneer family, she graduated with honors from the University of Arizona (B.A. Philosophy, 1972) and the University of Arizona, College of Law (Cum Laude, 1988). She clerked for the Arizona Supreme Court (1988-1989) and the Arizona Bar Foundation named her as one of the Top 50 Pro Bono Attorneys in Arizona.
Director Urias is the President-Elect of the Arizona Foundation for Legal Services & Education (AFLSE) and has served on the Foundation’s Board of Directors and as Chair of the Foundation's Legal Services Committee for several years. The State Bar of Arizona created the Foundation in 1978 to provide a variety of community legal services to the poor and to promote access to justice for all Arizonans, especially those most in need.
Director Urias is actively involved in the National Association of Insurance Commissioners (NAIC). As a member of the NAIC's Executive Committee, she currently serves as Secretary/Treasurer of the NAIC Western Zone. She is also the chair the Solvency Modernization Initiative (SMI) Task Force, which is undertaking a critical examination of the U.S. Insurance Regulatory System in light of the recent financial crisis and international regulatory developments. Director Urias also chairs the NAIC's International Solvency Working Group, NAFTA Working Group and the Long Term Care Task Force.
Susan Voss - Commissioner - Iowa Insurance Division
Susan Voss is a graduate of Simpson College in Indianola, Iowa with a J.D. from Gonzaga University in Spokane, Washington. Ms. Voss was appointed Insurance Commissioner in January 2005. In addition to regulating insurance, the Commissioner also regulates securities, funeral home services, and cemeteries. She is a member of the children’s health insurance s-chip board known as HAWK-I. Ms. Voss is the President of the National Association of Insurance Commissioners (NAIC.) She is also a member of the Interstate Compact Board of the NAIC and National Insurance Producer Registry Board. Commissioner Voss is a member of the Legislative Health Care Advisory Council tasked with reviewing proposals to expand health insurance in Iowa.
